An odd world... Not sure why they didn't use classical methods like electroshock hetero-conversion therapy. Seems rather strange to transform your citizens into women when you really want nothing to do with them.
Yeah, that's a pretty valid point :). I think the idea is that women are so disgusting and awful and shameful that forcing someone to be one is the worst (and therefore most effective) punishment possible. Having all these criminals running around in female bodies does seems like a recipe for 'disaster' - in terms of producing more of that nasty 'nude women' porn. Again, all I can say is that in this world human irrationality rules the day - a cruel punishment is deemed more important that crime reduction or effective rehabilitation. In that way, is it really so different from our world?
