Your decade references do match the 20th century, but with the cultural acceptance and accommodation of sissies in the school system, it seems more like the 21st century future. I think it interesting to look for are parallels in the more distant past. A dandy was a fancy dresser, but seemed to be borderline crossover. Certainly, there were times in world history where sissy-like behavior was more accepted and others where it would be hazardous to ones health.

Yeah, (s)he's a natural all right :) Regarding the decade references - I was aiming for a sort of alternate history where sissification was the norm but fell out of fashion. I had in mind all that old-fashioned 'petticoat punishment' stuff you see around, where guys are forced to wear stuff that no real girl would be seen dead in nowadays (and probably not then either). The idea being that this is set in that sort of world, but fifty-odd years on, and the lifestyle of the sissy has changed as much as that of the genetic girl has due to feminism (and/or it's sissy equivalent). (Kind of an interesting idea, actually. The Sissy Lib movement...) This was definitely a case where the model inspired the cap: she's got a bold, confident kind of look that served as the starting point for the story.
