This is exactly an ass backwards way to approach male criminality. Instead of trying to fix the usually structural reasons of criminality it fights the symptoms.
But I guess it's cheaper to invent ever more draconian punishments (which doesn't work) instead of actually making sure that the guys don't fail in school and have a perspective when they graduate. Instead you get people who just don't care. Who're quite available for people preaching violence.

Very true. However, it all depends on what you see as the purpose of the prison system. If you think it's there to reform criminals and discourage crime, it works pretty badly. If you think it's there to provide cheap labour for the companies who run the prisons and to give the people outside people to look down on and feel superior to and to keep them scared of actually trying to change things, then it probably works pretty well. Or maybe institutionalized sadism is it's own reward. /cynicism.
