Considering how insecure she feels about her penis and the way the gender change technology in that world works she might want to consider to try getting herself a vagina. If she doesn't like it she can always change back.
I really liked this caption though. It would be kind of interesting to see it from the other side. Like a boy wanting to know what happens at the academy or something.

But yeah, the Academy use therapeutic feminisation to help boys with behavioural problems...I believe it's the Athena Institute who did the bullying recovery programme. Obviously, with the recent growth in feminisation services, it's difficult keeping track of which organisation offers what... It would make sense for the girl in the cap to go for a short term change and see how things go. And you're right, an outsider's perspective would be interesting...
